Why Gracchus?

In the second century BC the Roman tribunes Tiberius and Gaius Gracchus watched the republic being hollowed out from within. Public land (ager publicus) was monopolised by patricians, the free citizen class became dependent, and democratic institutions lost their material foundation. Their attempt at land reform was answered with violence. The fall of the Republic and the rise of the Empire followed.

Today that history repeats itself on a continental scale. The tax burden is shifted one-sidedly onto human labour, while land values, digital network effects and financial rents concentrate in a rentier class.

The Gracchus Institute builds the intellectual, mathematical and policy tools to break that cycle. Not through bureaucratic micromanagement, but by restoring the fundamental rules of the economy.

The core architecture

1. Thermodynamic neo-Georgism

Production is not a neoclassical abstraction. Wealth follows the laws of nature:

Capital ($K$) and labour ($L$) are transducers; usable energy drives real output. The tax burden shifts away from human labour (0% up to a real threshold: gross is net) towards non-reproducible monopolies: physical land (LVT), spectrum, ecological extraction and secondary assets ($t_f \times A_s$).

2. Floor politics and the refusal test

Real freedom requires a material outside option. The yield of the commons flows straight back to the citizen as an unconditional Citizen's Dividend (ECD). Freedom of contract exists only when a citizen can refuse exploitation, poverty traps and degrading work without penalty ($B \ge$ subsistence minimum).

3. Relational federalism (the double boundary)

An open society cannot survive without a continental outer shell. Europe is the minimum scale that withstands geopolitical and fiscal arbitrage: one military command, sovereign technology chains and a continental tax base close the leaks. Inwards, the Single Responsibility Principle guarantees maximal subsidiarity: the federation supplies only neutral rails, invariant checks and sane defaults. Cities, regions and individuals decide how they live.

Not opinions, but closed balances

The Institute is neither a vehicle for political compromise nor a lobby. Every model and every proposal must pass a four-part test.

  1. Who bears the cost, and when?No vague claims about social benefits. We quantify who loses and how the transition unfolds.
  2. Where does the financing come from?Every model is Stock-Flow Consistent and satisfies the Kirchhoff balance identities. There are no magic leaks.
  3. At what scale does it operate?We justify why a problem must be solved locally, regionally or continentally.
  4. What are the failure conditions?Assumptions, open parameters and stress scenarios are explicit, such as prolonged stagnation or supply shocks.
